Operative words

1.... all visitors and County employees entering any County building under the jurisdiction of the County Executive, with the exception of the Justice Center, shall be screened for COVID-19 in accordance with guidance provided by the Cuyahoga Board of Health. If the screening indicates that any such visitor or employee may be infected with COVID-19, that individual shall be denied entry to such building unless and until the individual provides evidence of a COVID-19 negative test dated after said screening. 2.... all visitors to any County building under the jurisdiction of the County Executive, with the exception of the Justice Center, must wear a face covering and maintain Required Social Distancing when within said County Buildings.

Notes

Recites that by Resolution No. 2020-143 the Board of Health 'issued a Stay-at-Home Health Advisory advising all County residents to stay at home to the greatest extent possible and strongly encourages employers to accommodate as many employees as possible to work from home,' extended to Jan. 15, 2021 by Resolution No. 2020-156.
