Recitals record the Franklin County Commissioners' resolution 'urging all communities in the County to encourage and mandate where appropriate the wearing of face coverings' and Franklin County's Risk Level 3 designation of July 2, 2020. Exemptions reported: children eight and under, medical and mental conditions, restaurant and bar customers while eating or drinking.
