Operative words
This Order will become effective immediately upon signing and will continue through July 9, [2021]... A. Indoor social gatherings of more than ten (10) and outdoor social gatherings of more than twenty-five (25) individuals are prohibited.... Effective immediately, the City will operate under this new Framework. The City is currently [in] Tier 4, and remain there until 60% of the State's population is fully vaccinated... then remain in Tier 5 until 70% of the State's population is fully vaccinated.
