PUBLIC HEALTH EMERGENCY RULES, AMENDED DECEMBER 8, 2020... On November 23, 2020, Governor David Y. Ige issued the Sixteenth [Proclamation, continuing the] quarantine for all persons entering the State of Hawaii. Transpacific travelers who provide written confirmation of a State-approved negative COVID-19 test are excepted from self-quarantine. The Sixteenth Proclamation also clarified the statewide mask mandate and extended the interisland quarantine for travelers [to Maui].
