Operative words

All County of Hawaii parks and recreational facilities... are closed. In addition, all permits and reservations for use associated with these parks and recreational facilities are canceled through April 30, 2020.... Immediate promulgation of this rule is necessary to address the continuing emergency declared in the Emergency Proclamation issued on February 28, 2020, the Supplementary Emergency Proclamations issued on March 11, 2020, and March 24, 2020, and Governor David Ige's Proclamation dated March 4, 2020.
