CITY MANAGER SCOTT ADAMS reported that there is only one emerging issue and that is the COVID-19 crisis. He wanted to use this item to take action on two emergency items: a Resolution to ratify the Mayor's Proclamation declaring that a State of Emergency exists and a Resolution confirming that a State of Emergency exists in Las Vegas.... the City is required by city code to ratify the Mayor's Proclamation of the Emergency Declaration.... through this resolution, they are invoking the City's Emergency Management Plan, which gives MR. ADAMS the authority to make decisions on an emergency basis.... Motion made by Michele Fiore to Approve a Resolution of the City of Las Vegas City Council ratifying the Mayor's Proclamation declaring that a State of Emergency exists within said city and directing the activation of said city's Emergency Management Plan.
