Operative words
NOW, THEREFORE, I, Jacob Frey, Mayor of the City of Minneapolis, do hereby adopt and incorporate by reference the express terms and conditions of the State of Minnesota's Executive Order 20-04 as a corresponding City of Minneapolis emergency regulation. Furthermore, this regulation commences at 12 noon, on Tuesday, March 17, 2020, with education, communication, and direct outreach by local law enforcement and local public health authorities to affected establishments within the City of Minneapolis, preceding enforcement as directed by Executive Order 20-04 to commence at 5 p.m.
