Operative words

Any Establishment... that wishes to operate or expand its use on to outdoor public or private property must comply with Governor Walz Executive Order 20-63, the Minnesota Department of Employment and Economic Development industry guidance for safely reopening... Any Establishment that wishes to expand an existing outdoor service area or establish a new outdoor service area may provide outdoor service provided that they... submit an application and obtain a license for a Temporary C-19 Seasonal Outside Service Area... All fees are waived. Public hearing and notice requirements are waived.
