Operative words

s. 4. b. I hereby order that, except as provided in subdivision c of this section, a covered entity shall not permit a patron, full- or part-time employee, intern, volunteer, or contractor to enter a covered premises without displaying proof of vaccination and identification bearing the same identifying information as the proof of vaccination. c.... the following individuals are exempted... provided that such individuals wear a face mask at all times when they are unable to maintain six (6) feet of distance...: (1) Individuals entering for a quick and limited purpose...; (2) A nonresident performing artist...; (3) A nonresident professional athlete/sports team... d. I hereby direct each covered entity to develop and keep a written record describing the covered entity's protocol for implementing and enforcing the requirements of this section.... e. I hereby direct each covered entity to post a sign in a conspicuous place...

Enforcement

s. 4(i): fines of not less than $1,000, $2,000 and $5,000 for first, second and further violations within twelve months; Health Code ss. 3.07 and 3.11; standard penalty $1,000, default $2,000

Notes

Defines 'covered entity' to exclude pre-K to grade 12 schools, houses of worship, child care programs, senior centers and community centers; requires a written compliance protocol and DOHMH-text signage of every covered business.
