Operative words

All individuals currently living within the County of Sacramento (the "County") are ordered to stay at home or place of residence.... All persons may leave their residences only for Essential Activities, Essential Governmental Functions, or to operate Essential Businesses, all as defined in Section 10.... This Order shall become effective at 11:59 p.m. on March 19, 2020, and will continue to be in effect until 11:59 p.m. on April 7, 2020, or until it is extended, rescinded, superseded, or amended in writing by the Health Officer.

Enforcement

§ 11: Health Officer requests the Sheriff and all chiefs of police to ensure compliance and enforce the Order under Gov. Code §§ 26602, 41601 and Health & Safety Code § 101029; violation 'constitutes an imminent threat to public health' (Health & Safety Code § 120295 misdemeanor applies by statute)

Notes

Seven-page signed order. 'Essential Travel' defined in § 10(i); residences include hotels, motels and shared rental units (§ 10(j)). The Sacramento Superior Court closed its courthouses the same day in express reliance on this order (Ex. 044).
