Operative words

Effective as of 5:00 p.m. on Monday, September 21, 2020... [restaurants] may operate at up to 75 percent of the total listed occupancy of the restaurant... People shall not visit bars... Failure to develop and implement the Health and Safety Policy required by this Amended Executive Order may result in a fine not to exceed $1,000 for each violation.
