Operative words
1. Since March 4, 2020, the State of California has been in a State of Emergency as a result of the COVID-19 pandemic. The Governor and the County of Santa Clara Public Health Officer have issued several orders to help combat the spread of the virus, including orders to shelter in place, maintain social distancing, and restrict operation of essential businesses.... 2. Consistent with the Order of the County Health Officer dated April 29, 2020, and in order to protect the health and safety of the public, court personnel, judicial officers, litigants, witnesses, and law enforcement personnel in connection with the COVID-19 threat, it is hereby ordered that all persons, including Court staff and judicial officers, who enter the courthouses must wear a face covering in all public areas of the court and shared work spaces.... Any person without a face covering may be denied entry to the courthouse or a courtroom.

The court's own recital that the County Health Officer's orders 'restrict operation of essential businesses' is a judicial finding usable against the position that the Bay Area orders reached only non-essential businesses.
