Operative words

(Order 2020-13, text read) 'Section 2. All Salt Lake County residents, businesses, and community organizations with the exception of [those] located in municipalities listed in Section 3, shall comply with the Low Level of Restriction (Yellow) Guidelines set forth in version 4.10 of the Phased Guidelines... Section 3. Residents, businesses, and community organizations located in Salt Lake City, shall continue to comply with the Moderate Level of Restriction (Orange) Guidelines, unless and until that restriction level is changed under the terms proscribed by item no. 4. of Executive Order 2020-50... Section 4. Face Coverings Mandatory. Any individual within Salt Lake County who is age two and over and able to medically or psychologically tolerate a face covering shall be required to wear a face covering that completely covers the nose and mouth when in public areas where consistent social distancing of at least six feet is not possible, reasonable, or prudent.... Section 5. This Public Health Order takes immediate effect and rescinds all prior Public Health Orders related to COVID-19. It will expire at 11:59 p.m. on January 5, 2021.' Notes

Order 2020-13 kept Salt Lake City under the Orange Level of Restriction by county order until the Governor changed it (Sept. 4, 2020); KSL (Aug. 19, 2020) reported the extension and that EO 2020-50 allowed local mandates by notice rather than approval
