Operative words

All individuals age 9 and older in the City of St. Louis are be required to wear face coverings when inside public facilities, public transportation vessels and outside when social distancing is not possible. Exceptions are recognized for: (i) People who have respiratory conditions or breathing trouble; (ii) People who have been instructed by a medical or behavioral health professional not to wear face coverings; (iii) People who are seated in a restaurant or bar and are actively engaged in consuming food or drink while adequately distanced from other patrons; (iv) people who have disabilities...

No penalty clause in the order; RSMo § 192.320

Notes

Issued the same day as the St. Louis County face-covering order (Ex. MET-STL-058); the two orders made masking mandatory across the Missouri side of the metro from July 3, 2020.
