Operative words
WHEREAS, the Governor of Montana issued a Directive on June 25, 2020 that substantially reduces restrictions on visitation of residents living in senior living and assisted living facilities; WHEREAS, Yellowstone County has recently experienced a very significant increase in the number of confirmed COVID-19 cases affecting staff and residents of multiple senior living and assisted living facilities, which represents an imminent threat to vulnerable residents living in such facilities; WHEREAS, it is widely accepted that the use of face coverings substantially reduces the risk of transmission (recitals, p. 1); restricts visitors to senior care facilities (title of the RiverStone release)
