Operative words

Face Coverings must be worn in any public place, business or establishment, indoor or [outdoor where distancing is not possible]... Bars must not serve alcoholic beverages for on-site consumption in any [indoor area]... Thirty percent (30%) of the facility's stated outdoor occupancy [or 100 guests]... Limit the number of Guests in the facility to thirty percent (30%) of stated fire capacity [movie theaters and conference centers]... Section 4. Restrictions on Late Night Service of Alcoholic Beverages. Any businesses or organizations that sell or serve alcoholic beverages for onsite consumption shall cease the sale and service of alcoholic beverages for onsite consumption [between 11:00 pm and 7:00 am]
