hereby suspends the licensure requirements for health care or behavioral health professionals licensed under the following Chapters of the North Dakota Century Code... who are licensed and in good standing in other states, as needed to provide health care and behavioral health services, to include telehealth care, for citizens impacted by COVID-19... In addition, the licensing requirements for hospitals and other health care facilities under the following Chapters... are hereby suspended, subject to temporary emergency requirements established by the State Health Officer and the Adjutant General
