Operative words

hereby suspends the operation of N.D.C.C. § 23-07.6, with the exception of N.D.C.C. § 23-07.6-02(3), relating to communicable disease confinement procedure, allowing the State Health Officer to issue orders relating to disease control measures deemed necessary to prevent the spread of COVID-19 pursuant to N.D.C.C. § 23-01-05(12) and consistent with due process.

Notes

Recital: 'it may be necessary to isolate or quarantine those individuals who have recently returned to North Dakota from certain other states or countries experiencing a surge of COVID-19 cases, or those individuals identified by the Department of Health as recently exposed'. This is the legal basis of the State Health Officer's travel-quarantine and confinement orders.
