Operative words
WHEREAS, Nebraska businesses were primarily closed or were experiencing reduced onsite staffing which reduced travel and transport needs of Nebraskans during March, April, May, and June; WHEREAS, most travel, transportation, and space limitations have been lifted in the most current Directed Health Measure for Phase III of our state's recovery from the pandemic; however, the continuing State of Emergency impacts business operations of transportation network companies.
