Operative words

Para. 1: "the number of individuals at indoor gatherings that are not religious services or celebrations, political activities, wedding ceremonies, funerals, or memorial services shall be limited to 25% of the capacity of the room in which it takes place, but regardless of the capacity of the room, such limit shall never be larger than 25 persons or smaller than 10 persons. The 25-person indoor cap for commercial and social gatherings held from August 4, 2020 until March 19, 2021 (EO 230 raised it to 25 persons flat; EO 239 to 50/250 on May 19, 2021), with a cut to 10 persons from Nov. 17, 2020 (EO 196).
