Operative words

Do hereby prohibit, effective immediately, organized gatherings of 10 or more people... Do hereby, effective at 5:00 p.m. on March 23, 2020, enact the following additional [restrictions: personal-care businesses]... shall be prohibited from operating or opening to patrons; and [stores] shall establish controls to require a minimum of 6 feet of distance between [customers]... this proclamation shall expire on April 3, 2020
