WHEREAS, Proclamation 2020-07 was enacted on April 27, 2020 imposing a phased [approach which, among other] things, delayed the reopening of non-medical personal care providers until Phase 1B... 17. WHEREAS, on May 4, 2020, Judge Thad Balkman entered an order finding such distinctions related to social distancing and personal care providers to not be rationally related to a legitimate government interest, and ordered that personal care providers be [permitted to reopen]... 18. That, Amended Proclamation 2020-07 shall be made effective immediately
