Operative words
restaurants, bars, taverns, brew pubs, wine bars, cafes, food courts, coffee shops, clubs, or other similar establishments that offer food or drink may not offer or allow on-premises consumption of food or drink. This prohibition applies statewide. Establishments may offer food or drink for off-premises consumption (e.g., take-out or drive-through) or for delivery.... I am prohibiting social, spiritual, and recreational gatherings of 25 people or more. This prohibition applies statewide.

Notes
Para. 6 exempts workplaces, grocery, retail, banks, gas stations, hotels, health care, pharmacies, child care and government from the 25-person cap; para. 3 exempts health care, child care, workplaces, essential government and shelter food service from the dining ban. Alcohol for off-premises consumption must comply with ORS ch. 471 and OLCC rules.
