Operative words

[Section 2]... [every person who enters the Commonwealth from another state or country, other than the exempt classes,] must produce evidence of a negative SARS-CoV2 (COVID-19) [test taken within 72 hours prior to entering the] Commonwealth, or quarantine for 14 days upon entering, unless they [fall within an exemption]... Section 5: Effective Date and Duration. This Order shall take effect at 12:01 a.m. on November 20, 2020 and shall [remain in effect until further notice].
