Operative words

9. Non-essential retail businesses are permitted to reopen to the public, but only to allow customers to pick up goods they have already ordered ('curbside pickup')... Paragraphs 1-3 and 9 shall take effect at 6:00 a.m. on Monday, May 18, 2020.
