The archived file at the OHA form address (le2342k) proved to be the Nov. 11-25, 2020 'Reopening Guidance -- Specific Counties on Pause,' which lists the settings paused in Jackson, Malheur, Marion, Multnomah and Umatilla counties and does not list personal services (consistent with Husch OR: the freeze 'does not apply to... personal services'); that file was removed from the folder as mislabeled.
