Operative words
Any work that is capable of being performed remotely (i.e., without the worker leaving his or her home or place of residence) must be performed remotely.... Any business or operation that requires its employees to leave their home or place of residence for work is subject to the rules on workplace safeguards in Executive Order 2020-97 or any order that may follow from it.

Notes
The clearest telework command in any State order ('must be performed remotely'); it governed every Michigan call center and staffing office from June 1, 2020 and was carried into MIOSHA Rule 5(8) ('a policy prohibiting in-person work for employees to the extent that their work activities can feasibly be completed remotely', Ex. SEC-12-059) until May 24, 2021.
