'It may be impracticable for some commercial drivers to renew their STAs during the current COVID-19 crisis. Measures to prevent the spread of COVID-19 may affect the ability of commercial drivers to present themselves in-person to a State licensing agency location or TSA enrollment center for the collection of fingerprints and applicant information.'

2020: TSA granted 'a temporary exemption from requirements in 49 CFR part 1572 regarding expiration of TSA security threat assessments (STAs) for Hazardous Material Endorsement (HME)' holders, permitting States to extend HMEs 'up to 180 days' for endorsements expiring between March 1, 2020 and the exemption's end; 'effective on April 2, 2020, and remains in effect through July 31, 2020'; extended by notices of July 31 and October 28, 2020. 2021: Exemption extended through the 2020 notices; standard processing resumed thereafter (the later notices, FR Docs. 2020-16359 and 2020-23961, located and not saved). Usual dates: Renewal every five years; fingerprint collection in person. Scale: Every commercial driver carrying placarded hazardous materials (blasting agents to the mines; fuel, acid and frac chemicals to the well sites).
