Operative words
The temporary waiver of certain vehicle title and registration requirements, announced by Governor Greg Abbott on March 16, 2020, due to the COVID-19 pandemic, will end on April 14, 2021. The waiver did not waive standard fees associated with title and registration.... The temporary waiver applies to vehicle owners in all Texas counties as set forth in the above-referenced proclamation and statement. This temporary waiver is in effect until 60 days after TxDMV notifies the public that normal vehicle registration, [titling and related services have resumed]. The purpose of the waiver is to prevent customers from having to physically visit a county tax assessor-collector office... All expired registrations must be renewed on or before April 14, 2021.
Enforcement
Suspension of registration, title-transfer and parking-placard enforcement for thirteen months
Notes
Fixes the dates of the Texas DMV waiver regime: March 16, 2020 to April 14, 2021 (in force on the first day of 2021 Q2)
Retrieval noteThe Governor's own March 16, 2020 release and proclamation were not located (URL slugs unknown; search budget exhausted); TxDMV's statement of them is the agency's own record.
