Operative words
All public and private in-person gatherings of more than 100 individuals indoors and 250 individuals outdoors... are prohibited.... [Venues:] The total number of spectators indoors cannot exceed the lesser of 50 percent of the lowest occupancy load... [Fitness:] Occupancy must be limited to 75 percent... [§ 18.2-422 waiver] will remain in effect until 11:59 p.m. on June 30, 2021.
