Operative words

Order of the Secretary of Health 20-03.1 (order) requires every person in Washington State to wear a face covering that covers their nose and mouth when they are outside their house, mobile home, apartment, condominium, hotel or motel room, or other dwelling unit, subject to exceptions listed below. If a person lives in a congregate setting where people share living facilities with other residents, their dwelling unit is their bedroom.

Notes

Order 20-03.1 expanded the mandate to every setting outside the dwelling unit (indoor and outdoor, public and non-public); Proclamation 20-25.7 (Ex. WA-041) restates and incorporates it; Order 20-03.7 (Ex. WA-110) recites its date.
