Operative words

The following guidance is intended to help licensees with liquor privileges understand the temporary allowances available to them until July 31, 2021 or otherwise noted.... Effective June 30, 2021, all business sectors returned to usual capacity and operations, with limited exceptions for large indoor events (any event with more than 10,000 simultaneous participants in an indoor, enclosed space.) Since then, masking and vaccination restrictions have been announced based on the increased transmission of the Delta variant of COVID.... Several LCB-created allowances designed to support licensees temporarily remain in effect. All of the allowances expired on July 31, 2021 unless otherwise specified.

LCB licensing and enforcement (RCW 66.24, 66.28, 66.44); the alcohol-service hour limits were imposed by the Governor's incorporated requirements (11 p.m. in Healthy Washington Phases 1-2; midnight in Phase 3)

Notes

The LCB page is the regulator's own statement that (a) its emergency allowances for closed and restricted licensees ran to July 31, 2021 and (b) 'all business sectors returned to usual capacity and operations' effective June 30, 2021 except large indoor events, with masking and vaccination restrictions announced thereafter.
