Operative words
Riverboat licensees, slots at the track licensees and the land-based casino shall not be required to maintain total employment and minimum payroll conditions and requirements until all capacity, and gaming position and device limitations are lifted by state and local authorities, and until patron admissions for any three-month period, determined monthly on a rolling basis, reaches the admission level for the same three-month period of 2019, provided that the licensee maintains sufficient employment to conduct all authorized gaming operations and ensure adequate security as determined by the Division and the Board.... The forbearance herein granted in regard to maintaining total employment and minimum payroll conditions and requirements shall not extend beyond December 31, 2021.
