Operative words

Section 3 of Declaration of Emergency Directive #021 states: [businesses must adopt measures set out in the] Emergency Directives, guidelines promulgated by the Nevada State Occupational Safety and Health Administration (NV OSHA) or LEAP guidelines, but in no case shall business practices be more permissive than the provisions of this Directive or those imposed by [the Directives].
