Operative words

Section 3 of Declaration of Emergency Directive #021 states: [businesses must comply with] guidelines promulgated by the Nevada State Occupational Safety and Health Administration (NV OSHA)... [Under Directive 024 employers must provide face coverings and require employees to wear them in all instances where required, and must require patrons to wear face coverings in indoor public spaces.]
