Operative words
The state health officer or his or her duly authorized representative is hereby empowered and it is made his or her duty, whenever a case of communicable disease occurs in any household or place,... to declare the house, building, apartment, room, or place where the case occurs, a place of quarantine

What it required
Persons suspected of being cases, carriers or contacts 'shall either submit to examination... or be placed in isolation or under quarantine' (A); the state health officer must institute control measures whenever a case occurs (B) and may declare any place where a case occurs a place of quarantine that only authorized persons may enter or leave (C); locality quarantines are imposed by rules with the force of the Code (D); entering or leaving a quarantined area is a violation (E); interfering with placards is prohibited (F); the state health officer may take complete charge of any case and carry on such measures to prevent its spread as he believes necessary (G); the state health officer may issue emergency orders under R.S. 40:4 (Part I, sec. 115); no person known to be a case or carrier of a communicable disease shall be employed as a food handler or permitted to work in food, lodging, school, day-care and the other listed establishments (Part I, sec. 117).
Retrieval noteThe Office of the State Register publishes Title 51 as a single Word document (7.5 MB, all Parts); the section 117 text was read from the unpacked document. Section 117(D) verbatim: 'Whenever a disease of international or interstate epidemic significance occurs in any community within or outside the state of Louisiana, the state health officer shall, if in his or her opinion, it is necessary, proclaim and institute a quarantine of the locality in which the said disease prevails and shall formulate and publish rules and regulations to carry out such quarantine effectively; which rules and regulations shall have the same force and authority as this code and shall remain in force until rescinded by proclamation of the state health officer.' Section 117(E) verbatim: 'It is a violation of this code for any person to enter or leave any quarantined area in the state of Louisiana, or to enter from any quarantined area without the state of Louisiana except by permission of the state health officer.' Part I, sec. 115(A) verbatim: 'The state health officer may issue emergency orders pursuant to the authority granted in R.S. 40:4.' The retrieved codification is the 2026 text; the sections quoted carry historical notes dated 2001 to 2012 and were in force unchanged in 2020-2021 so far as those notes show; Part XXIII (Retail Food Establishments) of the same Title is the sanitation rule the restaurant conditions of the proclamations operated alongside.
