Operative words
the state health officer shall issue his proclamation declaring the facts and ordering the infected parish or municipality or the infected portion thereof quarantined.... These rules, regulations, terms, and conditions shall be observed and obeyed by all health authorities.
Penalty
R.S. 40:6(B) (Ex. DUT-LA-003): $50 to $100 or imprisonment up to two years for violating isolation or quarantine provisions; LAC 51:II.117(E) makes entering or leaving a quarantined area a violation of the Code (Ex. DUT-LA-005)
What it required
When disease in any parish or municipality threatens to spread to the rest of the State, the state health officer must quarantine the locality, must set the terms on which persons, goods and property may move to and from it, and may bar entry of persons whose introduction 'would increase the prevalence of the disease' (B); the resulting rules are mandatory.
