Operative words

What it required
The Commissioner of Health, the 'public health authority' under the Catastrophic Health Emergency Powers Act (63 O.S. 6104(11)), holds standing power to prescribe and enforce health, sanitation and safety measures for every building and place of public resort, to take measures to prevent the spread of communicable disease, to 'provide for the segregation and isolation of persons having or suspected of having any such disease', to 'designate places of quarantine or isolation' and to 'abate any nuisance affecting injuriously the health of the public', with a right of access to any premises (paragraph C.4); the OSDH COVID-19 protocols the orders incorporated were exercises of this power. Retrieval noteThe exhibit is the current codification (OSCN 2026).
