Operative words
It shall be unlawful for any person to operate... any establishment... where food or drink is offered for sale... to the public, unless the person is the holder of a food establishment license... What it required
No establishment offering food or drink for sale to the public may operate without an OSDH food establishment license, and the Commissioner must set sanitation standards for licensees covering buildings and vehicles, equipment, storage, 'cleanliness and hygiene of personnel', toilets, waste and water; the license is the vehicle through which OAC 310:257 (DUT-OK-016) and the COVID-19 restaurant and bar protocols bound every food-service operator as a condition of lawful operation.
