Operative words
Since the beginning of the pandemic, Oregon OSHA has issued at least 159 citations to employers for violating requirements to protect workers from COVID-19. These are the result of roughly 600 formal COVID-19 enforcement actions, of which roughly 500 have been completed to date. They were largely, but not entirely, based on more than 24,500 COVID-19 related complaints received by the agency

What it required
Records that Oregon OSHA enforced the Governor's orders and its own rule against employers under the Safe Employment Act: at least 159 citations from roughly 600 formal enforcement actions on more than 24,500 complaints by June 2, 2021, with penalties for non-willful serious violations of $100 to $4,200 ('well under the maximum penalty for a serious violation of $12,750') and for willful violations of $8,900 to $126,749; the listed willful citations include a North Bend restaurant cited in June 2020 ($8,900) because it 'willfully failed to follow prohibition of on-premises consumption of food or drink' (a violation of the Governor's order, cited five months before any COVID-19 rule existed) and a Bend restaurant cited in April 2021 for the same conduct and for failing to implement a safety committee.
