Operative words
he or she may, by proclamation, place under quarantine the whole state or that portion of the state that he or she may deem necessary, and he or she shall authorize and empower the state director of health to take any action and make and enforce any rules and regulations that may be deemed necessary to prevent the introduction and to restrict the spread of infectious diseases in the state.

The Governor may place the whole State under quarantine by proclamation and 'shall authorize and empower' the Director of Health 'to take any action and make and enforce any rules and regulations' necessary to restrict the spread of infectious disease; the executive orders' recurring paragraph authorizing the Director of RIDOH 'to take any action and make and enforce any rules and regulations necessary to implement this Executive Order' (EO 20-09 ¶ 7, Ex. RI-006; EO 20-30 ¶ 4, Ex. RI-016) is this section's language, and the Safe Activities regulation is the rule it contemplates.
