Operative words

(4) Any person... violating or refusing or neglecting to obey any of the rules, regulations or orders made for the prevention, suppression and control of dangerous contagious and infectious diseases by the local board of health or local health officer or administrative officer or state board of health,... is guilty of a misdemeanor

Penalty

Misdemeanor: fine of not less than $25 nor more than $100, or imprisonment in the county jail not to exceed ninety days, or both (RCW 70.05.120(4))

What it required

Makes it a crime for any person to violate, refuse or neglect to obey any rule or order made by a local board of health, local health officer or the State Board of Health for the prevention, suppression and control of contagious disease, or to evade or break quarantine.
