Operative words

Every person in Washington State must wear a face covering that covers their nose and mouth when they are in a place where people from outside their household are present or in a place that is generally accessible to people from outside their household, subject to the exceptions below and any face covering requirements and limitations on gatherings and activities imposed by the Governor or other legal authority.... This order shall take effect on May 15, 2021, and remain in effect until rescinded or superseded.

Notes

Exempted fully vaccinated persons except in health care settings, correctional facilities, homeless shelters, schools and public transportation (the 'CDC exempted locations' of Proclamation 20-25.13); Proclamation 20-25.13 required employers to obtain proof of vaccination or attestation before an employee could work unmasked.
