Operative words

'16VAC25-220-10... shall apply to every employer, employee, and place of employment in the Commonwealth of Virginia within the jurisdiction of the VOSH program.' '16VAC25-220-20. Effective and expiration dates. This emergency temporary standard shall take immediate effect July 27, 2020... This emergency temporary standard shall expire (i) within six months of its effective date, (ii) upon expiration of the Governor's State of Emergency, [or] (iii) when superseded by a permanent standard.' 16VAC25-220-40: employers 'shall ensure that... employees known or suspected to be infected with SARS-CoV-2 virus' are not permitted to work 'at a customer or client location until cleared for return to work'; return-to-work criteria (symptom-based: at least 72 hours since recovery and 10 days since symptoms); notification of other employers on multi-employer sites 'within 24 hours'; face coverings where six feet cannot be maintained.

The first State occupational standard on COVID-19; made exclusion of infected workers a legal duty of every Virginia employer from July 27, 2020.
