Operative words

All fines issued pursuant to the following COVID-19 Orders and their applicable guidance shall be administered in the manner provided for the non-criminal disposition of violations of municipal by-law, ordinance, rule, or regulation pursuant to G.L. c. 40, s. 21D, notwithstanding any contrary provision in such Orders: [Orders No. 31, 33, 37, 40, 43, 45, 46].... The adoption of this uniform method for processing violations shall not modify the maximum fines, limit any other method of enforcement, or modify any other term specified in the above Orders.

Enforcement

Civil citations processed under G.L. c. 40, s. 21D; complaint may issue for non-payment; later orders (Nos. 56, 58, 65, 66, 68) direct that 'any penalty issued in an enforcement action shall be administered as provided in COVID-19 Order No. 48'

Notes

Pins the enforcement architecture: mask order and reopening orders $300 per violation, travel and gathering orders $500 per violation, all through non-criminal disposition.
