Operative words
Provided the City meets the criteria for Tier 2 under Honolulu's COVID-19 Reopening Framework, this Order will become effective at 12:00 a.m. on October 22, 2020 and will continue through November 30, 2020 unless movement to another tier is required earlier by [the Framework]... additional businesses and operations that are allowed to reopen (with modifications) under Tier 2.

Misdemeanor; fines up to $5,000, up to a year in jail, or both
