Operative words
All individuals present within the County of Dane are encouraged to stay at home... Non-essential business. All non-essential businesses may only operate as authorized in Section 12, Minimum Basic Operations.... All businesses, including Essential Businesses and Operations, shall: 1. To the greatest extent feasible, use technology to avoid meeting in person, including virtual meetings, teleconference, and remote work (i.e. work from home).... All public and private gatherings of any number of people that are not part of a single household or living unit are prohibited... Restaurants shall close, except... for food take-out or delivery service... Food and drink may not be consumed on premises, either indoors or outdoors.... This Order shall become effective at 8:00 a.m. on May 19, 2020.

Notes
Retail limited to 25 percent of total occupancy including employees; weddings and funerals limited to 10 people in a room; drive-in theaters may not offer outdoor seating; door-to-door solicitation ceased.
