Operative words

SECTION 1: In response to the World Health Organization March 11, 2020, designation of the COVID-19 outbreak as a worldwide pandemic, individuals in unincorporated Jefferson Parish shall be required to wear personal protective masks or facial coverings while indoors and in any common area in all commercial buildings, public buildings and places of worship; and pursuant to LSA-R.S. 29:727 G, any person or representative of any firm, partnership, or corporation who allows any individual to enter or remain indoors in any common area in any commercial buildings, public buildings and places of worship shall be deemed to be in violation of this emergency proclamation, and shall be fined not more than five hundred dollars, or confined in the parish jail for not more than six months, or both... SECTION 2: In unincorporated Jefferson Parish, face masks or face coverings are to be worn in the situations listed below: When indoors and in any common area; such as hallways, stairways, elevators, parking facilities, etc., in all commercial buildings, public buildings and places of worship; Riding on public transportation or paratransit... Face masks/coverings must be worn upon entering and exiting restaurants, bars or other establishments that offers food or beverage service... Face masks/coverings must be worn upon entering and exiting gyms or other fitness or recreational facilities... SECTION 7: The provisions established herein shall be effective from July 1, 2020 until terminated.

Enforcement

La. R.S. 29:727(G): fine up to $500 or six months in the parish jail, or both, imposed on the business that allows an unmasked person to enter or remain; any authorized law enforcement agency and the Department of Property Maintenance Zoning/Quality of Life

Notes

Louisiana's first parish-wide mask mandate, twelve days before the statewide 89-JBE-2020; the penalty runs against the business, not only the individual.
