Operative words
Multnomah County Public Health today strongly recommended that everyone 5 and older (2 and older if tolerated) wear masks in all indoor public spaces, regardless of whether they have been vaccinated.... Public Health encourages businesses to download and post this Health Department sign encouraging mask wearing indoors.... [Status message:] June 30: The State of Oregon has lifted most COVID-19 restrictions. Masks and physical distancing are no longer required in many businesses. Masks and physical distancing are still required in airports, on public transit, and in health care settings.

Its evidentiary value for the third quarter of 2021 is the County's own statement of what remained mandatory on June 30, 2021 (airports, public transit, health care) and the Delta-wave sequence: recommendation July 26, county facility mandate Aug. 2 (MET-PDX-057), countywide executive order announced Aug. 9 effective Aug. 13 (MET-PDX-014). Also records that Multnomah County moved to Lower Risk on May 27, 2021.
