Operative words

Beginning at midnight, Thursday, March 19, 2020, through April 3, 2020, all Restaurants, Restaurant Carry-Out, Restaurant Bars, and Bars may provide food and beverage service through pickup/curbside/carry-out/take-out service only and shall not provide in-person dining on premises.

No penalty clause in the order; RSMo § 192.320; liquor licensees subject to Revised Code ch. 14
